Abstract
The Second Ten-Year Implementation Plan for Agenda 2063 represents a collaborative effort aimed at fostering transformative leadership, strategic foresight, and unified commitment to realizing the vision of The Africa We Want, initially adopted in 2015. This plan spans a decade, from 2024 to 2033, within the broader context of the African Union's vision: "An integrated, prosperous, and peaceful Africa, driven by its citizens, and playing a dynamic role on the global stage." At its core, Agenda 2063 serves as a blueprint for Africa's transformation over a fifty-year period, with a focus on achieving seven key aspirations (1) fostering a prosperous Africa through inclusive growth and sustainable development; (2) cultivating an integrated continent, politically united, inspired by Pan-Africanism, and committed to Africa's Renaissance; (3) promoting good governance, democracy, human rights, justice, and the rule of law across Africa; (4) ensuring peace and security throughout the continent; (5) celebrating and preserving African cultural heritage; (6) empowering the African people, particularly women and youth, to drive development; (7) prioritizing the well-being of African citizens, especially women, youth, and children, in the development agenda.
The document underscores the imperative of rapid implementation and underscores pivotal initiatives such as the Single African Air Transport Market, African Passport for unhindered movement of individuals, African Continental Free Trade Area, Cyber Security, Integrated High-Speed Train Network, Grand Inga Dam Project, Pan African E-Network, and more. These flagship endeavors are geared towards expediting Africa's economic advancement, nurturing cultural heritage, and fostering peace across the continent. Furthermore, the Plan delves into the essential capacities for the successful execution of Agenda 2063, encompassing individual development (enhancement of human capacity), institutional and organizational capacity reinforcement, cultivation of transformative leadership competencies, and the establishment of a conducive policy, legal, and regulatory framework. It underscores the criticality of governance structures at continental, regional, and national tiers to supervise the implementation, monitoring, and evaluation of Agenda 2063.
Africa's aspirations for the coming decade, encapsulated as Moonshots, will serve as overarching guidance for development planning, execution, and investment decisions across the continent. These Moonshots will streamline and prioritize interventions while shaping implementation strategies. The following outlines the seven Moonshots, along with their strategic objectives and targets, inspired by the seven aspirations of Agenda 2063 (1) Economic Prosperity: Each AU Member State achieves at least middle-income status by enhancing inclusive, equitable, and sustainable economic growth, bolstering economic resilience, establishing and operationalizing Continental Financial and Monetary Institutions, increasing agricultural production and productivity, boosting investments in the blue economy, and strengthening resilience to climate change and disaster risks for sustainable socio-economic development in Africa; (2) Enhanced Integration: Africa becomes more integrated and connected by improving the implementation of Continental Frameworks, enhancing transport connectivity; (3) Responsive Governance: Public institutions become more responsive by enhancing the independence, performance, accountability, and responsiveness of public institutions, promoting good governance and a democratic culture; (4) Peaceful Resolution: Africa resolves conflicts amicably, enhancing peace and security; (5) Cultural Promotion: African culture and values are explicit and promoted, aiming to preserve and promote African identity, languages, culture, values, music, and sports; (6) Empowered Citizens: African citizens become more empowered and productive by increasing access to quality, inclusive education and capacity building for all citizens, improving access to affordable and quality healthcare. Promoting gender parity, and cultivating a generation of engaged and empowered youth and children; (7) Global Influence: Africa emerges as a strong and influential global player by strengthening its position and competitiveness in global affairs.
