Abstract
The aim of the Policy is to address the adverse impacts of climate change in the region, in response to the growing concern about the increasing threats of the negative impacts of climate change to national and regional development targets and goals.The Policy is consistent with the fundamental principles of the Treaty establishing EAC and principles of international environmental law according to the EAC Protocol on Environment and Natural Resources, the Protocol on Sustainable Development of Lake Victoria Basin and the United Nations Framework Convention on Climate Change (UNFCCC).The Policy prescribes statements and actions to guide climate change adaptation and mitigation to reduce the vulnerability of the region and enhance adaptive capacity and build socio-economic resilience of vulnerable populations and ecosystems.
The effective implementation of the prioritized climate change adaptation and mitigation measures identified by the Policy will depend on collaborative efforts by all relevant actors towards minimizing the overall impacts of climate change and consequently lead to regional social and sustainable economic development. The Policy is founded on three key pillars, namely, adaptation, mitigation and climate change research (monitoring, detection, attribution and prediction). The pillars will be supported by the following critical capacity building areas; technology development and transfer, finance, education, training and public awareness, information and knowledge management systems in light of gender consideration. The text is drafted in 4 Chapters as follow: Introduction (1); Goals and Objectives (2); Policy Priorities (3) and Implementation and Resources Mobilisation Plan (4).
