Abstract
The primary objective of this Law is to define the sources of funding required for the protection, utilization, and development of national water assets. It categorizes water as an asset of general interest and mandates that its management be supported through a system of specific fees. These financial obligations apply to all entities engaged in water abstraction, wastewater discharge, and the production or importation of mineral fertilizers. The revenue generated from these activities is dedicated to the maintenance of water infrastructure, the prevention of floods, and the preservation of aquatic ecosystems.
Implementation of the Law is centered on two economic fundamentals: the requirement for users to pay for the volume of water consumed and the requirement for polluters to bear the costs of environmental impact. Administrative responsibility is assigned to the Ministry and the Water Resources Management Agency, which are tasked with the transparent collection and allocation of these funds.
The Law establishes the basis for monitoring compliance and sets forth penalties for entities that fail to meet their financial or environmental obligations. It provides a structured approach to water economics by ensuring that the costs of managing water resources are distributed among those who utilize them for commercial or industrial purposes.
