Regional Legislative Decree No. 12/2026/M establishing the Regional System for Risk Monitoring and Reporting, Special Alerts and Public Warnings, adapting the framework set out in Decree-Law No. 2/2019 of 11 January to the Autonomous Region of Madeira.

This Regional Legislative Decree establishes the Regional System for Risk Monitoring and Communication, Special Alerts and Public Warning in the Autonomous Region of Madeira. Its principal objective is to adapt to the regional context the framework created by Decree-Law No. 2/2019, recognizing Madeira’s particular vulnerability to natural hazards such as severe storms, wildfires, landslides, and intense rainfall events. The decree seeks to strengthen prevention, preparedness, risk monitoring, and emergency response capacities by creating a coordinated regional mechanism for communicating risk information and issuing timely alerts and warnings to both civil protection authorities and the public. It aims to enhance public safety, protect property, and promote a culture of prevention, self-protection, and resilience. The decree defines the institutional responsibilities and procedures governing the collection, transmission, and dissemination of risk-related information within Madeira’s civil protection system. It establishes the roles of the Regional Civil Protection Service (SRPC, IP-RAM), municipal civil protection services, operational coordination centres, technical-scientific entities, and communication operators in monitoring risks, issuing special alerts, and warning the population. The legislation also specifies the content of alerts and warnings, the communication channels that may be used—including telecommunications networks, television, radio, electronic applications, email, and social media—and the duties of cooperation among public authorities and private operators. By creating a regionally adapted framework, the decree ensures a faster, more effective, and coordinated response to serious accidents and disasters while taking account of Madeira’s geographical and environmental specificities.
