Regional Legislative Decree No. 4/2026/M establishing the Integrated Rural Fire Management System of the Autonomous Region of Madeira.

This Regional Legislative Decree establishes the Integrated Rural Fire Management System of the Autonomous Region of Madeira (SGIFR‑RAM) with the primary objective of creating a comprehensive, coordinated, and territorially adapted framework for the prevention, management, and mitigation of rural fire risk. The Decree aims to integrate planning, prevention, surveillance, protection, firefighting, and post‑fire recovery through a unified governance model involving regional authorities, municipalities, emergency services, and relevant public and private entities. By introducing clear principles, planning instruments, and priority intervention areas, the SGIFR‑RAM seeks to enhance territorial resilience, reduce ignition probability and fire propagation, and protect human life, environmental assets, and rural economic activities. It also seeks to strengthen operational effectiveness through the adaptation of special public procurement measures for fuel‑management actions, enabling faster and more flexible contracting procedures while safeguarding transparency, competition, and accountability. It modernizes and updates the regional legal framework on forest fire prevention by amending existing legislation, revising sanctioning regimes, and reinforcing inspection and enforcement mechanisms.
