Abstract
This Regulation of the Government of Greenland regulates the use of certain fluorinated greenhouse gases (HFCs, PFCs, and SF6) on land and at sea. It prohibits the intentional release, import, sale, manufacture, and use of such substances and products containing them, except for specified exemptions listed in Annexes 1 and 2, which allow certain applications (e.g., high-voltage equipment, compact factory-assembled heat pumps, refrigeration and air-conditioning units under set CO₂-equivalent thresholds, vaccine coolers, medical sprays, laboratory equipment, military and shipboard uses, and servicing of existing equipment) until 31 December 2035. Operators of products with controlled substances must prevent leaks, ensure timely repairs, and verify effectiveness, while installers and service providers must take precautions and may be subject to training or certification requirements. Oversight is conducted by municipal councils for land-based compliance and by the Ministry for the Environment and maritime authorities at sea, with the Minister empowered to grant exemptions where no viable, safe, or affordable alternatives exist, provided measures are taken to continue reducing emissions. Violations (such as illegal release, import, or resistance to inspections) may lead to fines, corporate liability, and confiscation, with penalties accruing to the Treasury.
