Abstract
This Law (Act) is composed of 9 Sections divided into 33 articles. Sections I and II give terms and definitions and define the scope of application. Section III defines objectives of this Act, in particular: protection of the environment against pollution; protection of the public health and security; compatibility with rules, criteria and mechanisms issued by the WTO Agreement on trade exchanges; recruitment and training of national manpower; meet needs and requirements of the country's economic programs and economic development plans; provision and use of inputs necessary for manufacture; and, securing the economic needs of the country. Sections IV to IX provide for the following matters: establishment of the Technical Committee for Industry Affairs; industrial licences; industrial register; encouragement and development of industrial projects, with particular reference to projects that have priority as they promote the development of particular areas, the production of products for export, environmental protection, the use of abundant natural resources in the countries of the GCC or encourage the technological development; obligations of industrial project’s owners; control on industrial projects by the competent department of the Ministry; and, offences and penalties.

This Law enters into force 30 days after the day that its Regulation has been approved by the Committee of Industrial Cooperation in the Gulf Cooperation Council GCC.
