Abstract
The Vision 2008 is a national policy with a multi-sectoral approach. The timeframe of the Vision 2008: National Strategic Plan 1999 – 2008 is 10 years between 1999 and 2008. The overall objective of this Strategic Plan is to secure a future of harmony and prosperity through balanced growth.
The protection of the natural environment, particularly the Central mangrove and other wetlands, the North Sound and coral reefs, as well as the protection of marine environment, effective coastal zone management, protection and sustainable use of water resources, ecosystem preservation and biodiversity conservation will be ensured. A system of Environmentally Protected Areas in the Cayman Islands will be established for designation and management in accordance with the appropriate legislation. An Environmental Trust Fund will be established for the sole purpose of environmental protection and enhancement. Wetlands, particularly Central Mangrove Wetland of Grand Cayman will be conserved in order to ensure the preservation of their ecological importance. Environmentally sustainability will be ensured to maintain the contribution to the quality of life.
Social protection mechanism will be strengthened with a special emphasis on children, youth and elderly. Education system will be developed to identify and develop the abilities of all persons, and to encourage them to realize their full potential. The potential of youth will be optimized by ensuring educational opportunities. A National Youth Policy will be established to optimize their potential through education and to increase the number of young business owners.
Environmentally Sound Development, such as solar and wind generated electricity, environmentally friendly waste removal and recycling, will be ensured through researching available technology, education and appropriate legislation. Public awareness will be raised on environmental protection with regard to waste management, disaster risk reduction, and pollution control. A system will be established for Environmental Impact Assessments relating to developments to ensure a well-managed and sustainable environment. Information technology will be applied in an equitable manner to provide accurate and easily accessible information for education, community development, and community participation. Economic diversification will be achieved by creating and promoting an environment that encourages the formation and growth of businesses supported by, or dependent upon, Information Technology. An integrated Growth Management plan will be developed to address the short, medium, and long-term needs of all people of the Cayman Islands. Moreover information technology will be used by the public service to bring about enhanced levels of customer service, efficiency and productivity. A government-funded support will be given to farmers for growing crops and rearing livestock that are in local demand. A Farmer's Market will be established on Cayman Brac to enable farmers to sell their produce. A comprehensive health-care plan will be implemented with emphasis on prevention, mental health and wellness. In order to protect Caymanians and give security to long term residents, immigration policy will be developed.
Disaster risk reduction and management will be strengthened for the prevention and mitigation of disasters in order to ensure the preservation of human life, protection of property and economic recovery of the country. The Emergency Management Agency will be established to coordinate the emergency management before, during and after all natural or man-made disasters in the Cayman Islands. Furthermore a National Disaster Fund will be established for the assistance in the social and economic recovery of the Cayman Islands in the aftermath of a disaster.
