Abstract
This Law provides for establishing the Abia State Environmental Protection Agency and for defining its functions and competencies. The Law concerns the following topics: air pollution; contaminant; effluent; environmental impact statement; landfill; environmental fee; refuse disposal; sanitary landfill; pollution; sludge; watershed. Matters covered by the Law include: establishment, membership, functions and powers of the Abia State Environmental Protection Agency; funds of Agency; State environmental standards, including: water quality standards, effluent limitation standards; control and management of hazardous and toxic waste; measures for ensuring conservation and preservation of land and soil; protection of fragile ecosystem; management of land degradation; watershed rehabilitation; prevention of natural disasters, such as flooding, soil and wind erosion; protection of riparian forests, wetlands and coastal zones; noise control; general penalties.
