Abstract
This Adamawa State Multi-Sectorial Strategic Plan of Action (ADMSPAN), covering the period 2023-2027, recognises nutrition as an essential component of the State’s human capital, economic growth, and development, in line with the sustainable development goals, and thus aims at attaining optimal nutrition for all citizens of Adamawa State through coordinated and deliberate efforts that will result in high quality of life, productivity, and longevity of life. This Strategic Plan serves as a road map for coordinated implementation of nutrition interventions, in order to reduce malnutrition, with particular focus on vulnerable groups especially women of reproductive age and children less than five years of age as well as internally displaced persons. The achievement of this main goal is ensured by the implementation of the following objectives and targets: improving food security at the State, community, and household levels; reducing under-nutrition among infants and children, adolescents, and women of reproductive age; significantly reducing micronutrient deficiency disorders, especially among the vulnerable people; ensuring the incorporation of nutrition education and promotion into formal and informal training programmes; promoting optimum nutrition for people in especially difficult circumstances; preventing and controlling chronic nutrition-related non-communicable diseases; adding food and nutrition considerations into the state and local government area’s sectorial development plans; strengthening systems for data management and early warning information on the food and nutrition situation.
The key strategies to be adopted to achieve the objectives of the Strategic Plan include: service delivery; capacity building; behaviour change communication, focusing on: extensive community mobilisation to impact caregivers, women of reproductive age, and other segments of the population on good dietary habits; advocacy and resource mobilisation, in order to increase funding for nutrition to improve the nutrition indices in the State.; research, monitoring and evaluation; coordination and multi-sectoral partnership. The Strategic Plan consists of six priority result areas which are: 1) food and nutrition security, improving food harvesting, processing, and preservation to reduce post-harvest losses, improve food preparation and food quality as well as improve the management of food security crises and nutrition in emergencies; 2) enhancing care-giving capacity; 3) enhancing provision of quality health services, by preventing micronutrient deficiencies as well as protecting the consumer through improved food quality and safety; 4) improving capacity to address food and nutrition insecurity problems; 5) raising awareness on the problem of malnutrition; 6) resource allocation for ensuring food and nutrition security.
