Adamawa State Government Monitoring and Evaluation Framework.

This Adamawa State Government Monitoring and Evaluation Framework describes the overall integrated government-wide strategies for institutionalising monitoring and evaluation across all the Ministries Departments and Agencies of the State. The Framework also emphasises the capacity building of the public sector human resources especially in monitoring and evaluation, focusing on eleven Ministries, Department and Agencies, using an integrated approach that combines outcomes reported by each institution. The Framework concerns leadership and promotion of evaluation in government, including the following aspects: standard setting, with the development and publication of suitable standards and guidelines in collaboration with monitoring and evaluation professional groups; quality assurance of evaluation processes and products; co-funding some evaluations in the State evaluation plan; capacity building and technical assistance, ensuring suitable courses and providing technical assistance to institutions; undertaking cost-effectiveness and cost-benefit analyses. The Framework covers the following areas: education, security, health, infrastructure, agriculture, economy, water supply, local government autonomy, youth and women empowerment, energy and electrification. Concerning the goals and objectives of the Ministry of Water Resources, this Framework focuses on: ensuring provision of adequate and sustainable safely management of water and hygiene services at an affordable cost to the people of the state; stimulating public-private partnership (PPP) for increasing investment and funding in the sector.
Concerning the goals and objectives of the Ministry of the Environment, this Framework focuses on: promoting sustainable development and protecting the natural environment; taking urgent actions to combat climate change and its impacts; using the environment and natural resources for the benefit of present and future generation; maintaining and enhancing the ecosystem for the functioning of the biosphere to preserve biological diversity; reducing the likelihood of environmental pollution; improving management of solid and liquid waste; minimising waste generation; ensuring proper disposal of hazardous and non-hazardous and industrial waste, in order to adequately protect public health. Concerning goals and objectives of the Ministry of Agriculture, the Framework focuses on: increasing agricultural productivity; improving access to markets for agricultural products; developing livestock and fisheries production sectors; increasing funding for agricultural initiatives through grants, partnerships, and other fundraising efforts.
