Abstract
This Executive Order, implementing Constitutional provisions, provides for developing a Responsible and Inclusive Land- Intensive Agricultural Investments framework (FRILIA), in order to create an enabling, responsible, and inclusive business operating environment for large-scale agribusiness investments in the Bauchi State. The Order concerns: adoption of FRILIA principles, including: minimising land acquisition, recognising and protecting land rights, ensuring transparent and fair State land acquisition, ensuring environmental and social sustainability against environmental damage, improving assessments of potential positive and negative impacts on tenure rights, food security and nutrition, livelihood, environment, rights and status of women and youth, and physical cultural property. Further matters covered by this Order include: establishment, powers and functions of the FRILIA committees; establishment of a grievance redress mechanism; adoption of FRILIA guidelines.
