Borno State Climate Action Plan 2024-2030.

This Borno State Climate Action Plan, aligned with the content of the United Nations Framework Convention on Climate Change National Adaptation Plan Process, presents detailed actions that the State Government will implement to address the increasing challenges of climate change and ensure that these actions support the long-term development aspirations of the state, consistent with national and international commitments. Therefore, this Action Plan promotes adaptation capacity and targets low-emission sustainable economic growth through collective action and enhanced cooperation. The Strategic Vision of the Action Plan aims at achieving a climate resilient and carbon efficient society that is capable of harnessing the benefits of low carbon and resilient development for present and future generations in a sustainable and inclusive manner, to support inclusive and sustainable development. The Action Plan follows two main objectives: increasing the adaptive capacity of vulnerable communities and sectors so that they are resilient to the adverse impacts of climate change; and creating and maximising opportunities for sectors to pursue a low-carbon growth pathway, by ensuring development benefits to communities and all economic sectors. The Action Plan identifies the following sectors as priority for achieving climate resilience in Borno State: agriculture, water resources, forestry, energy, commerce and industry. The Action Plan specifies priority actions in each thematic sector: strengthening policy; capacity building; technology and value chain development; conservative and restorative initiatives; increasing partnership and collaboration.
Concerning agriculture, the Action Plan focuses on addressing the main issues and challenges affecting the sector: drought and desertification, flooding, pests of agriculture, heat waves and erosion, through modernisation and mechanisation of agricultural production, creation of job opportunities and increasing income security, improvement of food security. Concerning water resources management, the Action Plan deals with: grave reduction in surface and ground water levels, contamination of fresh water sources which increases water borne diseases, improved access to safe water for domestic and livestock consumption, enhanced development of water harvesting techniques. The Action Plan specifies targeted actions to ensure sustainable and climate resilient water resources in the State. Concerning forestry, the Action Plan promotes: reforestation programmes to ensure environmental sustainability and ecosystem restoration, agroforestry and community-based conservation schemes, limiting indiscriminate cutting of trees. Concerning energy, the Action Plan recognises the close interlink between energy and environmental issues and therefore strengthens the ban on the sale of firewood and charcoal. Further measures concerning the energy sector include: reducing inefficient use of biomass for cooking, ensuring sufficient energy supply to meet the requirements for domestic and industrial use, facilitating the establishment of renewable energy independent power plants. Concerning the energy and commerce sector, the Action Plan focuses on: promoting the growth of micro, small and medium enterprises, and expanding the manufacturing value chain.
