Abstract
This Diseases of Animals Law [CAP. 36] of Ebonyi State is enacted to prevent the introduction and spread of infectious and contagious diseases among animals. It defines "animals" broadly to include livestock, pets, and birds, and lists specific diseases under regulation, including African cattle fever, anthrax, rabies, swine fever, and tuberculosis.
The Law empowers the Commissioner to make regulations for disease control, covering isolation, testing, slaughter, disinfection, movement restrictions and destruction of infected animals or contaminated items, carcass disposal, branding of stock, quarantine procedures, and the appointment of officers to enforce these rules. Regulations may also made for prescribing and regulating the construction, position and proper sanitary maintenance of any place where an animal is kept. Compensation may be granted to owners of animals slaughtered or destroyed due to infection, with amounts determined under prescribed guidelines. Finally, it outlines the powers of officers, limits liability for their actions under the law, and designates courts for proceedings against offenders.
