Abstract
This Edo State Lands Administration and Geographic Information Service Law, 2018 establishes the Edo State Geographic Information Service (EDOGIS) to regulate land administration and geospatial data management in Edo State, Nigeria. The EDOGIS, as a corporate body, is tasked with maintaining a centralized geographic information system to enhance land use, planning, and management. The agency oversees land registration, issuance of certificates of occupancy, regulation of land use, and enforcement of related laws. It is also empowered to compile land data, manage copyrights over such information, supervise Land Use Allocation Committees, and provide geospatial services. A Supervisory Board and a Managing Director oversee policy formulation, budgeting, staff management, and enforcement of land administration standards across the state.
The Law makes land title registration compulsory and establishes detailed procedures for surveys, registries, issuance of certificates, and electronic documentation. It stipulates penalties for non-compliance, unauthorized land transactions, or illegal development. Provisions cover succession, partition, consolidation of land, and regulation of community lands. Additionally, the law prescribes fees for services ranging from registration, valuation, and mapping to property taxation.
