Executive Order no. 004 of 2023 by the Executive Governor of Oyo State of Nigeria on the Framework for Responsible Investment in Land-Intensive Agriculture.

This Governor Executive Order aims at ensuring the achievement of the government's goal to create an enabling, responsible, and inclusive business operating environment for large-scale agribusiness investments in Oyo State. The Order concerns: definition of objectives, including: adoption of FRILIA principles; promoting environmental and social sustainability in land-intensive agricultural programmes; avoiding and mitigating adverse impacts and promote informed decision making regarding environmental and social aspects of land-intensive agriculture; protecting public and worker safety against potential risks associated with agricultural operations; management of land acquisition, resettlement, in order to minimise displacement and damages to affected communities; ensuring equitable access to programme benefits and considering cultural appropriateness; avoiding social conflicts, especially in fragile or conflict areas. The Order also concerns: establishment, powers and functions of the FRILIA committees, including: recognising and protecting land rights, ensuring transparent and fair State land acquisition, ensuring the application of compensation standards, development of the framework for responsible investment in land-intensive agriculture; funds for the achievement of FRILIA; rules, procedures and principles of investors, including: protection of land rights and ownership; environmental protection, with particular attention to air quality, soil conservation, protection of natural habitats, water quality, waste management; conducting an environmental impact assessment before starting any activity; ensuring occupational safety standards for agricultural workers; application of food safety and quality standards and labelling requirement to agricultural products intended for human consumption. Further matters covered by this Order include: due diligence and monitoring team; stakeholders' engagement unit; grievance mechanism unit and its functions.
