Federal Republic of Nigeria Reviewed National Integrated Infrastructure Master Plan (NIIMP).

This National Integrated Infrastructure Master Plan (NIIMP) is the government’s strategic document to enhance private sector participation in infrastructure development, through enhancement and strengthening of public-private partnership projects (PPP). In its last updated version, the Master Plan reflects the current issues of the Nigerian economy, particularly the COVID-19 pandemic, and a consistent macroeconomic framework that indicates the impact of infrastructural spending on the future path of economic growth and unemployment. The Master Plan provides a roadmap for achieving sustainable economic growth and development, establishing sector targets and identifying the required investment over the period 2020-2043. The Master Plan focuses on the strengthening of infrastructures in the following core sectors: energy, in order to improve the Power Distribution Network, the construction of supporting gas infrastructures and to meet the growing national demand for petroleum products; water supply and irrigation; agriculture, in order to achieve the development of the sector, the increasing of stable crops production, and the improvement of agro-industrial parks; social services, with priority investments concerning women, and youth development.
Concerning the sectoral overview, this Master Plan focuses on the following areas and related topics: current state of infrastructures in the maritime and waterways sub-sector, focusing on navigable rivers, seaports, navigation permits, environmental services; water resources management, sustainable use of water resources in rural development and food production, availability of potable water, supply of water for irrigation purposes, increasing water treatment capacity, construction of new dams; current state of agricultural infrastructure, focusing on irrigation network, post-harvest storage facilities, improvement of transport services for increasing food safety and security; current developments in the mining sector; environmental protection, preparation of a comprehensive waste management plan for effective collection, transportation, storage, treatment and disposal of solid, liquid and gaseous wastes, emergency preparedness and response plans, siting infrastructures in safe places avoiding potential sources of pollution, elimination of single-use plastics in packaging and promotion of biodegradable materials.
