Framework for Responsible Investment in Land Intensive Agriculture (FRILIA) for Large-scale Agribusiness Investments in Jigawa State.

This Framework for Responsible Investment in Land Intensive Agriculture (FRILIA) sets out principles, procedures, entitlements and organisational arrangements that govern the land acquisition process for large-scale agribusiness investments in Jigawa State. The Framework defines the following relevant terms: land acquisition; physical and economic displacement; land categories, including: private residential land, communal residential land, public residential land, agricultural land, grazing land and grazing reserves, undeveloped land, forest reserves; land tenure; fruit trees; firewood; informal right holder; compensation; replacement value of land. This Framework covers the following matters: reviewing the principles on the basis of the land acquisition process: food security and nutrition; sustainable and inclusive economic development and poverty eradication; gender equality and women's empowerment; youth empowerment; respect of tenure of land, fisheries and forests and access to water; conservation and management of natural resources; reducing disaster risks; respecting cultural heritage and traditional knowledge; promoting safe and healthy agrifood systems. Further matters covered by this Framework include: payment of compensation; grievance redress mechanism and community management; monitoring and evaluation.
