Kaduna State Livestock Regulatory Authority Law, No. 14 of 2018

This Law establishes the Kaduna State Livestock and Livestock Food Products Regulatory Authority and grants it legal personality. The Law further provides for the composition and administration of the Authority, including a Director-General to administer the Authority, matters relating to its Board, meetings, remuneration of officers, etc. The Authority is charged with the following, including; formulating and implementing Standard Operating Procedures policies and strategies relating to livestock and livestock products processing for food safety in the State; bringing together, services, expertise and scientific capability which will help to develop livestock and livestock food products safety; establishing quality control laboratories in order to regulate livestock and livestock products, inspect and certify slaughtering facilities, among others. The Law provides that slaughter facilities and milk and dairy services shall only operate with adequate registration and licensing. The Law also provides for templates to which facilities which cater for animals and slaughter houses shall conform to and that the Authority shall ensure quality compliance in milk/diary production, the transportation of animals, etc. The Law provides for vehicles used in the transportation of animals to be constructed in a manner that allows the animals to be loaded and offloaded without risk of injury or stress and that allows the vehicle to be easily cleaned, and it makes further provisions for livestock to be transported in vehicles specifically designed for the purpose. The Authority, where it thinks fit, has the power to make and investigation into the operations of a facility.
