Merchant Shipping (Ballast Water Management) Regulations, Statutory Instrument no. 24 of 2012.

These Regulations, implementing sections 335 (1) and (3) of section 434 of the Merchant Shipping Act, 2007, apply to: vessels entitled to fly the flag of Nigeria; vessels not entitled to fly the flag of Nigeria but which operate under the authority of Nigeria; other vessels when in ports and at offshore terminals in Nigeria. The Regulations concern the discharge of ballast water from a vessel. Matters covered by these Regulations include: surveys of Nigerian vessels to verify that the Ballast Water Management plan comply fully with the applicable requirements of the Ballast Water Management Convention; issuance of certificate after successful completion of a survey; obligations of owners and masters of any vessel concerning ballast water and sediment management; promoting and facilitating scientific and technical research on Ballast Water Management; inspection by authorised officers; enforcement measures; offences.
