Abstract
These Regulations, made under sections 33, 234(2) and 235(6)(a) of the Petroleum Industry Act, No. 6, 2021, provide substantive and procedural requirements and general rules for the establishment and administration of the Trust and the Fund for Nigerian midstream petroleum host communities; outline the parameters for the administration and safeguard of the Fund; prescribe a grievance resolution mechanism for settlement of disputes between host communities and licensees. Matters covered by these Regulations include: supervisory role of the authority; responsibility of the licensee to ensure compliance with the provisions of the Act and these Regulations; determination of host communities on the basis of the activity and operations; approval of host community development trust; host community development plan; establishment of the host community development trust fund; allocation and utilisation of the fund; investment of the reserve fund; conflict resolution procedure.
