Abstract
The Edict No. 8 of 1994, establishes the Ministry of Water Resources and Rural Development. The Ministry was created to handle policy formulation, execution, and maintenance of water supply across urban and rural areas, as well as to coordinate electricity and rural development activities. Its responsibilities include managing water supply projects, maintaining dams, compiling water resources data, and supervising the State Utility Board. The Edict also outlines the Ministry’s departmental structure (Water Supply, Rural Development, Finance, Planning, Personnel, Mechanical & Electrical) and grants it powers parallel to other state ministries.
