Abstract
The National Action Plan for Health Security (NAPHS) is a five years comprehensive multi-sectoral plan, developed collaboratively with relevant Ministries, Departments and Agencies that integrates multiple workplans and immunisation plans, addressing the major gaps in the sector of human health, animal health and veterinary services, in order to provide: a) a clear roadmap for implementation, allowing for annual revisions to the plan based on capacities gained and activities implemented; and b) measures and activities for future years, which can easily be incorporated into annual implementation plans and integrated into partner activities. The National Action Plan, based on the One Health approach, covers several technical areas with related initiatives, including: food safety and surveillance of foodborne diseases, emergency system and preparedness to health threats and emergencies, antimicrobial resistance (AMR), biosafety and biosecurity and enforcement mechanism for response and control of dangerous pathogens, immunisation and vaccination programmes, national chemical surveillance and response system for radiation and nuclear emergencies.
Concerning the various technical areas of intervention and the objectives, the Action Plan provides for the following implementing measures: strengthening "One Health" components in the antimicrobial use in humans and food animals; training human and animal health workers on how to detect antibiotic resistant pathogens; improving biosecurity in animal production; revision of veterinary medicines formulary; improvement of hand hygiene, food hygiene and waste disposal across all sectors; strengthening linkage between public health and animal health laboratories; enhancement of surveillance of zoonotic diseases and establishment of a multi-sectorial mechanism for a coordinated response to outbreaks of zoonotic diseases; improvement of risk management capacity for food safety emergencies; conducting national multi-sectoral public health risk assessment; establishment of monitoring and evaluation mechanism for collection, packaging, and transport of specimens; implementing emergency operations programmes; development of the national capacity for production of vaccines and antibiotics; revision of standard treatment guidelines and drug Policy for human and animal health to include AMR.
