Abstract
This National Agricultural Technology and Innovation Policy (NATIP) describes the government efforts to diversify Nigeria’s economy through agricultural development, and ensure food security in agriculture, livestock and fisheries. On this basis, the Policy aims at generating agricultural employment and services, promoting the production and supply of raw materials to agro industries, providing markets for the products of the industrial sector, generating foreign exchange and promoting rural socio economic development, organising and managing the agriculture sector and facilitating agribusiness, and therefore increasing Nigeria’s agriculture sector and transforming the country into a leading global food market. The Policy is structured as follows: Section 1) Introduction, including Policy mission, thrust and objectives. Section 2) Context and scope of NATIP, including: context and background, strategies for implementing the NATIP components, cross-cutting strategies, results-based monitoring and evaluation, agricultural development opportunities based on agro-ecological zones. Section 3) including: implementation structure, risks and mitigation strategies for NATIP implementation. Section 4) Summary of conclusions.
The Policy identifies the following interventions as specific and targeted to address the challenge of Nigerian agricultural sector: strengthening agricultural research and training systems; rapid mechanisation of the sector and automation of livestock, fisheries, poultry and swine production processes; establishment of agricultural development fund; livestock development, improving animal genetic resources, creating a functional models of ranches, grazing reserves, promoting the domestic animal production, strengthening the animal and aquatic diseases surveillance system; strengthening the value-chains for priority crops: rice and cereals, pulses, vegetables, palm oil, sugar cane; marine and inland fisheries and aquaculture development, in order to encourage massive fish production and reduce fish importation; enhancing security of agricultural land and investments and developing rural infrastructure and water resources, with efficient utilisation of reservoirs, dams and waterways to support irrigation, aquaculture, improve water supply and generation of hydro-electric power and reduce land clearing and degradation; encouraging the role of women and youth in agriculture.
