Abstract
This National Development Plan, based on the lessons developed in Vision 20:2020 and the Economic Recovery and Growth Plan (ERGP), addresses several development challenges regarding low and fragile economic growth, insecurity, weak institutions, insufficient public service delivery, notable infrastructure deficits, climate change and weak social indicators. Therefore, the Plan seeks to enhance investment opportunities, improve social indicators and living conditions, implement climate change mitigation, adaptation and resilience strategies. The Plan is structured around seven cluster areas, namely: (1) economic growth and development; (2) infrastructure; (3) public administration; (4) human capital development; (5) social development; (6) regional development and (7) Plan implementation, communication, financing, monitoring and evaluation. Under these cluster areas are chapters dealing with all aspects of the Nigerian economy, covering agriculture and food security, integrated rural development, water resources management and sanitation, oil and gas, business environment, women and gender equity, poverty alleviation, governance, environment and climate change.
This Plan focuses on the unlocking of the country’s potential in all sectors of its economy for a sustainable and inclusive national development, through the implementation of programmes and policies promoting rapid multi-sectoral growth. On these bases, the Plan defines the following objectives: accelerating inclusive and private sector-led growth; investing in infrastructure and services to alleviate poverty; strengthening security and ensuring good governance; improving the various agro-ecological zones of the country, in order to support the production of various food and crops; increasing capabilities of village-level farmers’ associations; revitalising fertiliser production; enhancing the production of improved seeds; overcoming various constraints to land ownership and use; improving national food security and food self-reliance through increased productivity; improving oil and natural gas industry productivity; creating a solid foundation for the minerals sector, in order to attract foreign investment and make mining a driver of the country’s growth; achieving dietary diversity, nutrition security, access to quality food education and food safety practices; increasing demand in water services, and extending water supply access; improving water resources management; strengthening hydropower generation; switching towards economic model based on: bioeconomy, circular economy and green economy, in order to reduce the impact of climate change, preserve biodiversity, and improve the use of renewably energy sources; strengthening disaster management and preparedness capabilities.
