Abstract
The National Disaster Response Plan is a national policy with a multi-sectoral approach. This Plan aims at (i) formulating policies and guidelines for disaster management, (ii) protecting public health, safety and property through disaster preparedness and mitigation, (iii) activating and mobilizing Support Service Agencies for response, (iv) organizing the processes and methodology for implementing and managing Federal Government Recovery and Mitigation Programmes, and supporting Technical Services, (v) developing Federal emergency operations plans, (vi) ensuring interagency and intergovernmental emergency preparedness, planning, training, exercising, coordination, and information exchange, and (vii) developing detailed supplemental plans for rapid and efficient response and recovery at Federal level.
Immediate steps will be taken as hunger relief interventions to support food stability. In emergency situations and following a disaster, food supplies will be provided from the Strategic Grains Reserve. Food and water requirements will be identified and therefore required food supplies will be transported to the disaster areas. Critical supplies of food will be initially moved to the areas of acute need before to the areas of moderate need. Inventory of warehouse food quantities will be taken to identify sources and to obtain additional supplies. As a long-term response strategy, sufficient space for warehouse will be ensured to store food supplies and the transport of food shipments to warehouses, feeding sites, and pantry locations will be coordinated. In order to provide adequate and health food to disaster victims, the Ministry of Agriculture shall carry out veterinary checks and food inspection.
This Plan addresses response, recovery and mitigation activities following a major disaster and emergency at national, federal, and local level. Response activities include direction and control, early warning, evacuation and emergency services. These are designed to address immediate and short-term effects of the onset of an emergency or disaster. Therefore the strategies for recovery and response phases shall be (a) passage of emergency personnel, supplies, medical resources and equipment for lifesaving, life protection, health and safety purposes, (b) restoration of water supply systems for the supply of potable water, (c) provision of temporary shelters, emergency mass feeding, bulk distribution of relief supplies for victims of disaster, and disaster welfare information, (d) provision of necessary resources for search and rescue, (e) provision of direct and active support to emergency response and recovery efforts, and (f) food and water supply to the disaster area, (g) emergency supply and transportation of fuel and the provision of emergency power to support immediate response operations. Support Service Areas will provide response assistance in the fields of transportation, communication, public works and engineering, fire-fighting, information and planning, mass care, resource support, health and medical services, search and rescue, hazardous materials, food and water, energy and military support. Policies will be formulated on all activities relating to disaster management in Nigeria and the plans and programs will be coordinated for efficient and effective response to disasters at national level. All organizations and agencies engaged in disaster management will be monitored for their state of preparedness and the activities of all voluntary organizations engaged in emergency relief operations will be coordinated. Data will be collected from relevant agencies to enhance forecasting, planning and field operations of disaster management. Public awareness will be raised on disaster prevention and control measures through education and information.
The National Disaster Response Plan sets forth the roles and responsibilities of all stakeholder in Emergency Disaster Management, as well as duties and responsibilities of the primary and support agencies involved in the implementation of key response functions during emergencies and disasters.
