Abstract
This Policy outlines the need for the development of plastic waste management service in the country, in order to promote environmental protection, encourage resource efficiency, enhance the conservation of ecosystems and natural resources, encourage sustainable consumption of plastic, and increase plastic industry efficiency with new opportunities for innovation and job creation, in line with the objectives of the Sustainable Development Goals (SDGs) and the Economic Recovery and Growth Plan (ERGP) of the country. The Policy defines costs of plastic waste management affecting the following areas: environment, with increased greenhouse gas emissions and related climate change effects, impact on the marine ecosystem; public finances and the economy; public health and food contamination; agriculture, with soil pollution and reduction of agricultural production; social livelihoods. The Policy applies the following guiding principles: circular plastic economy; polluter pays principle; precautionary principle; pollution prevention pays principle; international cooperation. The Policy specifies institutional framework, roles and responsibilities of federal and local governments, role of the judiciary system, funding and resource mobilisation, monitoring and evaluation.
