Abstract
This National Policy provides for improving energy supply across the country and utilisation of renewable energy sources, moving from the consideration that rural areas are remote and have a low demand density and depend on off-grid energy solutions, as the economies of on-grid deployment do not favour rural electrification. Renewable energy sources are supposed to be used in a coordinate and comprehensive way in order drive hydropower, biomass, solar and wind as energy sources and let this National Policy to serve as a blue print for the sustainable development, supply and utilisation of renewable energy resources within the economy for both on-grid and off-grid energy solutions. This National Policy also takes into consideration energy efficiency, as it reduces inefficient consumption and provides greater access to electricity consumers, so renewable energy and energy efficiency can be viewed as part of the same strategy to achieve cleaner and greener energy.
This National Policy aims at: setting out a framework for action to address Nigerians challenge of inclusive access to modern and clean energy resources, improved energy security and climate objectives; recognising the national significance of renewable electricity generation activities; declaring energy efficiency as a large, low cost, and under-utilised Nigerian energy resource offering savings on energy bills, opportunities for more jobs, improved industrial competitiveness, and lower air pollution; recognising that poverty mitigation and environmental protection are hindered by the continued predominance and inefficient use of oil and natural gas in energy supply; exploiting renewable energy and energy efficiency as equally important indigenous sources of energy, in addition to oil and gas; improving the establishment of framework for sustainable financing of renewable energy and energy efficiency projects and programmes in Nigeria. This National Policy is structured as follows: 1) Introduction, including: background, Policy overview, Policy focus, energy security and growth, Institutional support and coordination; 2) Renewable Energy Policy, including objectives and strategies concerning the following energy sources: hydropower, biomass, solar, wind, geothermal; 3) Energy Efficiency Policy; 4) Other energy issues, including: research development and training, bilateral and regional cooperation; 5) Planning and Policy implementation.
