Abstract
This Master Plan provides a strategic roadmap for the development of the sugar sector and the enactment of an approach for its revitalisation, with fiscal and investment incentives. The Master Plan defines the following objectives: raising local production of sugar to attain self-sufficiency; increasing job opportunities in the sugar sector; contributing to the production of ethanol and the generation of electricity; reducing sugar importation and increasing local production. The Master Plan defines the following objectives: regulation of the sugar importation regime through quota allocation; attracting investment with fiscal incentives; development of sugarcane varieties; establishment of ethanol distilleries; establishment of new sugarcane processing plants; increasing roles of private sector in sugarcane industry; measures for protecting the sugar sector.
