Nigeria’s National Adaptation Plan Framework.

This NAP Framework is a national sectoral document designed to guide Nigeria in developing a coordinated National Adaptation Plan (NAP) that aligns with the country’s development goals, as outlined in the Economic Recovery and Growth Plan (ERGP). It aims to establish the necessary structures and processes for an inclusive, comprehensive, and country-driven NAP. The primary objective is to enhance the resilience of Nigerians and reduce vulnerabilities to climate change impacts. The framework also outlines steps toward full NAP implementation, including clarifying the country's adaptation approach, vision, objectives, guiding principles, and stakeholder roles. It serves as a reference for integrating adaptation efforts across various sectors and governance levels — national, state, and local. Key objectives include aligning the NAP with existing policies and research, focusing on themes relevant to Nigeria, and proposing an institutional structure that mirrors the broader climate change governance in the country. The implementation will involve multiple sectors, agencies, and private organizations across all levels of government, reducing overlap and duplication in adaptation programs. The NAP will be gender-responsive, community-based, and ecosystem-based where appropriate, promoting co-benefits and managing trade-offs. Key elements of the NAP process include (i) building capacity for adaptation; (ii) defining adaptation options at all governance levels; (iii) creating an enabling environment for effective adaptation; (iv) developing a coherent funding strategy; (v) engaging the private sector; (vi) establishing effective communication strategies; and (vii) creating a robust monitoring and evaluation plan to ensure successful implementation.
The future path for the NAP process involves initiating it through the Green Climate Fund (RP-GCF) by focusing on five key areas: strengthening governance, building planning capacity, integrating adaptation into policies, developing a funding strategy, and improving monitoring. Following RP-GCF approval, the Minister of Environment will launch the process with workshops and stakeholder mobilization. Critical committees will be formed, and a comprehensive review of past adaptation efforts will identify key actors, assess past actions, and address gaps. An effective institutional environment will be established, capacity at state and sector levels will be enhanced, and vulnerability assessments will guide adaptation options. A virtual knowledge-sharing platform will be created, and innovative financing strategies will be explored to secure sustainable funding and elevate climate change as a critical issue.
