Abstract
This Act, divided into six parts, establishes the North-East Development Commission (NEDC), a body corporate to address the developmental challenges in the North-East region of Nigeria. The Act defines the following powers of the Commission: management of funds allocated by the Federal Government and international donors; facilitating resettlement, rehabilitation, integration, and reconstruction of roads, houses, and business premises for victims of insurgency; formulating policies and guidelines for intervention in the development of the North-East Zone; recapitalisation of businesses and empowerment schemes for poverty alleviation and sustainable development of the North-East Zone, in the fields of infrastructure, human and social services, health and nutrition, education and water supply, agriculture, wealth creation and employment opportunities, urban and rural development; development of a master plan based on the needs assessment of the zone to be known as the North-East Stabilisation and Development Master Plan; conducting surveys to assess the extent of destruction and losses; addressing ecological and environmental problems and degradation that arise from natural causes. The Act also provides for financial measures and establishes the funds of the Commission.
