Abstract
These Regulations, made under sections 33, 113 (6) and 175 of the Petroleum Industry Act, No. 6, of 2021, apply to the activities connected with transportation, shipment or export of natural gas or its derivatives, crude oil or its derivatives, petroleum products and liquids, through channels such as terminals, ports, jetties, refineries, depots and tank farms in Nigeria. The Regulations provide for: prohibiting illegal and unauthorised activities connected with natural gas or its derivatives, petroleum products and liquids; regulating activities related to transportation, shipment or export of natural gas or its derivatives, crude oil or its derivatives, petroleum products and liquids; establishing sanctions, penalty and administrative fines. The Regulations concern: issuance of specific permits and authorisations concerning the activities; procedure of verification and certification by the Authority; restriction on a ship. tanker or vehicle from performing specific activities; prohibition of loading, offloading, importation or transshipment in an unauthorised location; enforcement and compliance measures; contraventions and administrative penalties.
