Sectoral Action Plans for Nigeria’s Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC).

This document represents an implementation roadmap focusing on the development of five sectoral action plan related to Nigeria’s Nationally Determined Contribution (NDC) to UNFCCC. The identified priority sectors are as follows (1) agriculture; (2) power generation; (3) industrial energy efficiency; (4) oil and gas; (5) transport. A team of sectoral and national experts has gathered information, consulted stakeholders, and focused on progress since the NDC submission, triangulating findings, identifying climate change mitigation and adaptation priorities, assessing lighthouse projects, and evaluating financial needs, all aimed at achieving a 20% emissions reduction by 2030 while addressing poverty, food security, job creation, economic diversification, environmental health, and energy access. The document highlights the importance of integrating climate action into national development strategies, recognizing the role of young entrepreneurs and innovative solutions, such as off-grid solar initiatives, in driving progress. The government aims to mobilize finance through partnerships with the private sector and development partners. The document includes a Monitoring, Reporting, and Verification (MRV) framework to track progress toward sectoral GHG emissions reduction through a tiered approach that includes three levels of indicators: Tier 1 focuses on high-level GHG emission trends, Tier 2 on the drivers of those emissions, and Tier 3 on the implementation and impact of specific mitigation measures. The framework involves continual updates, considers contextual factors, and requires the integration of sectoral data, policies, and baselines to track and improve mitigation efforts. Key next steps include reviewing policies and data, aligning with the national MRV system, and assigning responsibilities for managing the MRV framework.
