Abstract
This Strategic Plan for the Federal Ministry of Communications, Innovation, and Digital Economy is multisectoral, referred to as the Blueprint, serving as a roadmap for Nigeria’s digital and economic transformation, which outlines the Ministry’s vision and objectives from 2023 to 2027, focusing on leveraging digital technology and innovation to diversify and enhance the Nigerian economy. Key areas include knowledge, policy, infrastructure, innovation, entrepreneurship, and trade. The main goal is setting out a vision for Nigeria to thrive in the digital age, focusing on economic diversification and technological innovation. The Blueprint is built on five pillars: Knowledge, Policy, Infrastructure, Innovation, Entrepreneurship and Capital, and Trade. The Ministry aims to train a large number of early to mid-career technical talents over the next four years, focusing on tech-enabled skills. This initiative seeks to retain half of these skilled professionals in Nigeria while enabling the other half to work globally, especially through remote opportunities. Additionally, the blueprint aspires to elevate Nigeria’s position in global research within six key Fourth Industrial Revolution (4IR) technologies - AI, UAVs, IoT, Robotics, Blockchain, and Additive Manufacturing - strengthening the country's global tech competitiveness. Additionally, the Ministry is committed to achieving 95% digital literacy by 2030, with a milestone of 70% by 2027. This goal will be pursued through a multifaceted approach, including educational programs, improved digital infrastructure, and universal access to digital resources.
