Abstract
This Implementation Programme for Crop Protection provides indications and directions for making crop protection more sustainable in the future and for increasing economic development in the agricultural and horticultural sector. The Programme is structured as follows: resilient farming system; Integrated crop protection and pest management (IPM) in relation to the resilient cropping system; resilient plant and cultivation system; interconnection of agriculture, horticulture and ecosystem; reduction of emissions and residues in food; monitoring and integrated approach; prevention measures, including: resilient soil, fertilisation and resistance, resilient breed, resilient cultivation concept; application of technical and biological measures; availability of crop protection products and biocides; management tool for action perspectives for agricultural entrepreneurs; environmental factors, phytosanitary import and export requirements, innovation and investment measures; governance and related governmental programmes. The Programme covers the following matters: effective crop protection and control of diseases, pests and weeds, focusing on: impact on people, animals and the environment caused by the use of certain crop protection products in food and feed, in order to protect biodiversity; implementing actions to make crop protection more sustainable, focusing on: soil management, manure, biodiversity and nature, groundwater and surface water, circular agriculture, in order to comply with national and international environmental quality standards.
Concerning its strategic goals, the Vision 2030 concerns the following measures: integrated crop protection and plant health; prevention of pests and diseases; shift from the approach based on risk management towards one based on resilience in plant health management; increasing soil fertility; strengthening functional agrobiodiversity with creation of buffer zones, , natural planting on farms and around greenhouses and the introduction of genetic diversity into crops; increasing the level of protection for reducing the level of residues and ensuring food safety; limiting the emission of crop protection products to the environment.
