Abstract
This National Circular Economy Programme 2023-2030 presents a government's perspective on the path towards the achievement of a fully circular economy for the country. The Programme is structured as follows: chapter 1 sets out a vision of the circular economy up to 2050, and of what it means for the period until 2030, showing the urgency of the transition to a circular economy and explaining what is needed to achieve it; chapter 2 addresses general measures used by the government to help realise a circular economy in the Netherlands, highlighting the impact on the various phases of the product value chains, and including measures intended to give substance to the achievement of the ambitious climate goal; chapter 3 describes measures that relate to specific product groups, such as furniture, plastic packaging, agriculture and horticulture, housing, manufacturing and circular climate control systems; chapter 4 addresses supporting measures for a number of topics, such as knowledge and innovation, the Circular Netherlands Accelerator, market incentives, financing instruments, circular procurement, behaviour, education, and the labour market; chapter 5 covers the collaboration between the parties involved in the National Circular Economy Programme 2023-2030, and explains what policy cycle the government is following; chapter 6 describes which resources are available for the plans in this Programme. The Programme is based on four main general measures: reducing raw material usage; substituting raw materials with bio-based raw materials; extending product lifetime; recycling materials.
The Programme focuses on tackling four significant social issues through circular economy: combating climate change, by avoiding greenhouse gas emissions; achieving a cleaner environment and a cleaner place to live, with better air, water and soil quality; restoring biodiversity, reducing emissions of pollutants into air; improving the security of supply of raw materials. The Programme provides for the following measures: waste separation and collection; recycling; preventing dumping of waste in landfills; achieving national climate goals; strengthening the links between circular economy and climate policy.
