Abstract
The purpose of this Act is to protect the natural basis for outdoor recreation and to safeguard the public right of access to and passage through the countryside and the right to recreational use, etc., of nature, so that opportunities for outdoor recreation as a leisure activity that is healthy, promotes well being and is environmental friendly are maintained and promoted. The Act enshrines the right of any person to access to and passage through uncultivated land at all times of the year, provided that due care is taken. The Act contains 41 sections divided into the following chapters: I. On Access, etc.; II. Exercising the right of access and its restrictions, etc.; III. Administrative Agencies for Outdoor Recreation. Relationship to the Public Administration Act; IV. (Chapter repealed by Act No. 17 of 21 April 1989); V. On Coercive Intervention, Official Assessment, etc.; VI. On penalties and sanctions in case of infringement.
