Abstract
The purpose of this Act is to ensure that natural gas activities take place in a socially rational manner, taking into account public and private interests. It is concerned with natural gas activities that are not covered by Act No. 72 on petroleum activities, and applies to biogas, gas from biomass and other types of gas as far as such gases can technically and safely be injected into and transported through a natural gas system.
Among other things, the Act contains rules on access to natural gas systems, corporate separation for distribution and storage system operator, inspections, the competent regulatory authority, etc. According to section 13, the Ministry of Petroleum and Energy may issue regulations for the implementation and completion of this Act, including further provisions on the right of access to the system, operation of the system, requirements for natural gas undertakings' activities, licenses and concessions, requirements for storage of information, change of supplier, consumer protection, dispute settlement, etc.
