Abstract
The present Document contains the agreement between Norway and Finland regarding the maintenance and upkeep of reindeer fences and other measures aimed at preventing reindeer from entering each other's territory. It contains a general duty on Norwegian and Finnish reindeer owners to ensure that their reindeer are properly supervised at all times, in order to minimize, to the greatest extent possible, any incursion of the reindeer onto the territory of the other state. On the stretches where a fence has been erected between the two countries in accordance with Article 2, the fence line is the definitive boundary for all matters covered by this Convention.
The Agreement contains 28 Articles organized in the following chapters: 1. Guarding obligation; 2. Fences; 3. When reindeer cross the border; 4. Miscellaneous provisions.
