Abstract
The purpose of this Agreement is to establish a framework for bilateral cooperation and administrative arrangements in the catchment area covering both Norwegian and Finnish territory, in order to meet the requirements set out in the Water Framework Directive (Directive 2000/60/EC). The Norwegian-Finnish water region includes the following catchment areas: a) Tana, Neiden, and Munkelva with tributaries; and b) Pasvik with tributaries within Norwegian and Finnish territory. The Agreement lays down rules on competent authorities; Coordination of water management plans; information and consultaion between competent authorities; dispute settlement; amendments to the agreement; entry into force; and termination.
