Abstract
The present Strategy builds on Norway's follow-up of the Paris Agreement and seeks to lay the foundation for reinforced Norwegian efforts to enable climate-vulnerable societies to adapt to a changing climate. It is directed towards countries receiving Norwegian development assistance, with a special focus on partner countries and Sub-Saharan Africa, and identifies priorities for action and measures to strengthen climate adaptation, including prevention of climate-related disasters and fight against hunger. The Strategy builds on a comprehensive approach.
According to the Strategy, Norwegian assistance for climate adaptation shall have as its overriding principle to contribute to achieving the sustainability goals by strengthening developing countries' to adapt to climate change and prevent and climate-related risks and natural disasters. The assistance shall help eradicating hunger, achieving food security, improving nutrition, and promoting sustainable food systems based on agriculture, aquaculture and fishing. Sustainable and climate-smart food production and security is a priority. The focus areas of the strategy are: 1. Alert systems and climate services; 2. Nature-based solutions; 3. Climate-adapted food production; 4. Infrastructure; 5. Innovative financing schemes.
Among other things, the Strategy contemplates the following measures: contributing to the development and implementation of national climate adaptation plans; strengthening the development of efficient weather and climate services as a decision basis for climate adaptation and risk reduction, including for agriculture, fisheries and aquaculture; contributing to developing national and regional contingency plans and systems as well as the necessary capacity to respond to weather and climate alerts; contributing to sustainable land management, safeguarding local rights and forest and landscape restoration in combination with climate-smart agriculture and nature-based solutions; contributing to good agricultural practices that also promotes soil quality, soil health and sustainable use of agricultural land in the long-term; strengthening fisheries management and integrated marine management in partner countries; promoting innovation and digitization for increased climate-smart productivity in agriculture, fisheries and aquaculture in developing countries; contributing to funding schemes that ensures fast and predictable payment to vulnerable groups after an extreme event has been taken place.
