Abstract
This Decree prohibits for the fishing of Greenland halibut as main catch in the inner waters and territorial waters of Svalbard, except as otherwise provided. It applies to Norwegian and foreign commercial fishing vessels of any type and support vessels including vessels for experimental fishing and exploration. The Decree allows Norwegian and Russian vessels to fish "established" quotas of Greenland halibut and allows for 12 percent bycatch in single catches and 7 percent mix of Greenland halibut in fishing for other species. Infringement, caused by either intentional or negligent behaviour, shall be punished in accordance with section 11 of the Svalbard Act of 1925 and sections 61, 64 and 65 of the Marine Living Resources Act. Assistance in fishing or attempt to fish shall be regarded as fishing.
