Abstract
This Decree regulates various aspects of activities in marine waters, i.e. the breeding of crustaceans, molluscs and echinoderms in the form of sea ranching, but not of aquaculture of fish kept in captivity. The purpose of the Decree is to keep this industry at profitable and competitive level and at the same time to safeguard the coastal landscape and the health of aquatic animals.
The Decree makes provision for the granting of permits for fish breeding, feeding of fish and the measures by the Directorate of Fisheries. The Department of Fisheries may make territorial divisions at a national, regional or local level for purposes of rational development and the protection of the environment. Criteria and rules for the granting of authorizations are defined. The Decree also prescribes general conditions for the establishment of a fish breeding business. The starting of activities shall be notified and records and documentation, also relating to effects on the environment, be kept. Health control of fish shall be carried out by veterinaries and fish health biologists in accordance with this Decree. The Directorate of Fisheries may require the marking of fish or the marking of the fish breeding grounds. The Decree further lays down some rules for the carrying out and winding-up of activities.
