Abstract
The present Action Plan on Antibiotic Resistance builds on and implements the Norwegian National Strategy against Antibiotic Resistance 2015–2020. It has been developed by the Ministry of Agriculture and Food and takes a One Health approach to antibiotic resistance in the agriculture and food sector.
The Action Plan includes the following overarching measures: 1. Continue comprehensive efforts to prevent Norwegian swine livestock from becoming a reservoir for resistant bacteria; 2. Reserve certain critically important antibiotics for human medicine; 3. Strengthen the supervision of antibiotic prescription to production animals and pets from veterinarians; 4. Phase out the use of Narasin as a feed additive for poultry, provided that this does not increase the use of antibiotics; 5. Explore regulatory requirements for resistance testing of breeders and others who have contact with swine livestocks; 6. Continue current efforts against antibiotic resistance in poultry; 7. Explore the introduction of stricter requirements for the sale of live animals; and 8. Strengthened monitoring and research capacity.
Further, the Action Plan describes 35 specific measures grouped in the following six thematic areas: Mapping of potential reservoirs; Increased infection control; Better diagnosis; Better use of prescription and antibiotics, as well as other substances; Knowledge development and research; and International cooperation. The responsible authority is set for each of the 35 measures, as well as a progress status as of April and November 2018.
Some measures worth noting include continuing mapping antimicrobial resistance through the Norwegian Surveillance Mechanism on Antibiotic Resistance in Feed, Animal, and Food Microbes (NORM-VET), which shall be the responsibility of the Norwegian Veterinary Institute; introducing mandatory reporting duties for particular forms of resistance in animals; continue existing preventive measures in the whole food chain which ensures food animal health and hygienic production of safe foodstuffs; supervising the hygienic status of fertilisers; supervise animal health professionals and their prescription of antibiotics; educate on the linkages between consumption and the development of antibiotic resistance; facilitate increased use of vaccines against bacterial diseases which are normally treated with antibiotics; introduce restrictions in the veterinary use of critically important antibiotics for humans; increase knowledge of how resistance occurs and is transmitted between food, animals and human beings; increase cooperation with the FAO to strengthen efforts against antibiotic resistance; etc.
