Abstract
The Norwegian Guidelines for Protected Watercourses establish a national framework for managing rivers and their surrounding areas to preserve their environmental, cultural, and recreational value. They apply to watercourses protected under parliamentary conservation plans and require municipalities, regional authorities, and state bodies to integrate these guidelines into spatial planning and decision-making. The main objective is to prevent interventions that would degrade landscapes, biodiversity, cultural heritage, or recreational use, while ensuring sustainable use where appropriate. The guidelines introduce a differentiated management approach—especially within a defined “watercourse belt” (typically up to 100 meters from the water)—divided into classes with varying levels of protection, from developed areas to largely untouched environments. They emphasize avoiding harmful developments, maintaining natural conditions, and coordinating responsibilities across authorities, while also acknowledging that sectoral laws and local planning instruments ultimately determine binding outcomes.
