Abstract
The present Regulation, issued by the Norwegian Water Resources and Energy Directorate (NVE), aims to support the socially rational development of the energy system through long-term energy planning and open, coordinated assessment processes. The Regulation requires grid operators with high-voltage installations to prepare and update power demand forecasts, area studies, and concept evaluations. It also mandates information sharing with municipalities, county authorities, and other relevant stakeholders. The Regulation introduces the role of a grid development coordinator and imposes obligations to provide data to public authorities. It includes provisions for monitoring compliance, sanctions for violations, and authorizes NVE to issue binding orders or grant exemptions when necessary.

Entry into force notes
This Regulation enters into force on 1 March 2024, with the exception of Sections 7, 8, and 15, which enter into force on 1 June 2024, 1 June 2025, and 1 January 2025, respectively.
