Abstract
This Regulation establishes which authorities are responsible for managing water resources under Norway's Water Resources Act. At the national level, responsibility is assigned to the King, the Ministry of Energy, and the Norwegian Water Resources and Energy Directorate (NVE), with the Ministry of Health and the Geological Survey of Norway (NGU) handling specific provisions. At the regional and local levels, duties are allocated to NVE, county governors, municipalities, or other designated entities. The Regulation details which authority oversees particular legal provisions, such as licensing for hydropower projects or environmental assessments.
