Abstract
This Regulation issued by the Norwegian Ministry of Petroleum and Energy, establishes the Energy Appeals Board (Energiklagenemnda) as an independent body that handles complaints against individual decisions made by the Norwegian Energy Regulatory Authority under the Energy Act and the Natural Gas Act. The Board consists of a legally qualified chairperson and 4 to 6 additional members, all appointed by the King in Council. It operates under the Public Administration Act and cannot be instructed in its decisions or budget allocations. The Regulation also outlines rules for correcting decisions, mandatory information disclosure, enforcement through coercive fines, and procedures for legal action against its decisions.
