Abstract
This Regulation establishes the legal and economic framework for setting tariffs and usage rights for designated petroleum infrastructure in Norway, primarily related to the upstream gas pipeline network. It applies to various gas transport and processing facilities, grouped into specific areas (A–P), each corresponding to particular pipelines, terminals, and treatment installations. The Regulation details how tariffs are calculated using a defined formula that includes capital costs, capacity, maintenance investments, system expansion, inflation adjustments, and operating costs. It also addresses rules for access rights, flexibility during disruptions, exceptions for legacy contracts, and public disclosure obligations for infrastructure owners.
