Abstract
This Regulation governs activities related to the transport, storage, and injection of CO₂ into subsea reservoirs under Norwegian jurisdiction. Its purpose is to ensure a high level of health, safety, and environmental (HSE) protection through systematic compliance with safety requirements. The regulation outlines obligations concerning organizational responsibility, technical design, documentation, notifications, consent from authorities, the use of new technologies, and offshore emergency preparedness. It is based on the principles of the HSE regulations for petroleum activities and is enforced by the Norwegian Ocean Industry Authority, which may grant exemptions and impose sanctions for violations.
